Roadside Working Risk Assessment
From time to time, it may be necessary for Councillors and volunteers to undertake work on verges or on the highway. Specific activities have their own risk assessment procedures which should be followed. In all other cases due regard must be given to the risk assessment set out below.
Preparation
Prior to undertaking any work on the highway (including footpaths) the Clerk must be informed of dates, times, names of those involved and the nature of the tasks being undertaken. This can be done by means of a short email and ensures those involved are covered by the Council’s insurance.
• ‘Hi vis’ jackets should be worn at all times.
• Where possible ‘lone working’ should be avoided.
• Save in the case of an emergency work should not take place in poor visibility or adverse weather conditions.
Precautions
• Those undertaking roadside activities should ensure they have with them a mobile phone (to summon assistance if required).
• Ensure their presence is visible to approaching traffic
• Where legally permitted and where road layout and conditions allow consider the use of a parked vehicle (displaying hazard warning lights) as a means of slowing traffic whilst work is carried out.
• Avoid working on the live carriageway where possible.
Councillors and volunteers should not place themselves at risk and should avoid risk to the public in general and road users in particular. In these circumstances they should contact the Clerk who will arrange for the activity to be undertaken by professionals at the expense of the Council.
