The following text and information is from the DIO. SHWPC does not endorse the content nor the outline masterplan. The PC is involved in meetings with the DIO and is ensuring that our Neighbourhood Plan policies and designated local green spaces are fully adopted in the final masterplan.

Dalton Barracks is part of the Defence Estate Optimisation Portfolio (DEO), a £5.1bn portfolio of interdependent programmes, construction activity, unit and personnel moves, and land releases. The
former airfield is already no longer required for military purposes and can be developed in advance of
the main site’s closure. Dalton Barracks (main site) will cease military outputs, be vacated and
released for redevelopment in 2031.
Phase 1 of the Dalton Barracks masterplan, which would deliver the first 2,750 new homes, has been
identified for inclusion in the Vale of White Horse District Council and South Oxfordshire District
Council Joint Local Plan 2041.
Stage 1 consultation
The DIO is embarking on a comprehensive four stage public consultation programme, as it prepares a
site wide masterplan to support an initial outline planning application for the site.
The consultation is focused on gathering feedback on the vision for Dalton Barracks, as well as
welcoming ideas and feedback on the site and how it best fits within, and supports, the surrounding
context.
A series of public consultation drop-in events are being held to provide members of the public and
stakeholders with the opportunity to meet members of the project team, find out more about the
proposals, and how they can be involved to help shape the plans.

The feedback gathered through this consultation will help progress the DIO’s preparation of a
comprehensive site wide masterplan and develop an outline planning application for Phase 1, which
will be further consulted on in 2025. It is anticipated will be ready for submission during 2026.
The DIO has met with local councillors (parish, ward and county) to update them on its proposed next
steps, and how it will continue to engage, listen and work with councillors, and other local
stakeholders, through the preparation of a masterplan that will form the basis of a planning application
for Phase 1. The DIO, as landowners of the site, has made it clear that they will keep us all informed
on how we can engage and feedback on proposals in the future. We will work with them to achieve
