  • To note apologies for absence: Cllr M Rusby, David O’Hara, County Cllr James Plumb
  • To receive any Declarations of Interest from Councillors relating to items on the Agenda: Cllr Churchouse declared an interest in the Barrow Road planning application.
  • To receive updates relating to airfield events and related issues – Cllr S Rusby gave a brief report on David O’Hara’s behalf: a new station commander is now in post at Dalton Barracks; the calendar for 2026 is nearly ready. It is likely that the number of motorsport days will reduce from 14 to 12 and the events run by Xplosive Events will reduce from 3 to 2. Monitoring of the motorsport events to finish by 6pm continues.
  • To receive reports from District and County Councillors
    County Cllr James Plumb sent in a report for the Council which highlighted that congestion charge permits are now available, that the Oxfordshire care system has been given a ‘good’ rating and that teams are currently in the process of clearing all the drainage gullies across Oxfordshire.
    District Cllr Robert Clegg reported that the Planning Inspectorate has requested that the draft Joint Local Plan submitted by the Vale of White Horse District Council be withdrawn due to perceived issues regarding the “duty to cooperate” with Oxford City Council. The Vale has responded to this and is awaiting a reply.  The pace of building on the Dalton Barracks Garden Village cannot realistically be accelerated.

  • To confirm the Minutes of the meeting held on 22nd September 2025. These were approved and signed by the Chairman.
  • To receive the Clerk’s Report:
    • An email has been received from a resident about a tree in the narrow strip of land to the south end of the recreation ground requesting that the tree is cut back. The Clerk will obtain quotes for necessary works to be undertaken to be reviewed at the next meeting.
    • Wreaths from the Royal British Legion have been delivered and options to secure an environmentally friendly alternative will be investigated ready for 2026.
    • The projects list in the shared drive has been updated following last week’s discussions.
    • Training on the Council’s email and cloud storage will be on 14th November at 11am at Cllr Page’s house. Councillors should bring along their usual devices if possible.
    • A submission about the fireworks traffic management scheme and general information about the parish council was made for the November edition of the WADS Newsletter.
    • To note the application for a grant from the Vale of White Horse District Council’s Winter Warmer Grant Scheme – “Warm Up & Wind Down in St Helen Without Parish”. This was noted.
  • Governance
    • To consider Health and Safety Issues – it was agreed that the lack of heating provision in the Church Hall in Shippon makes it unsuitable for meetings during the colder months and that meetings would rotate between the Prince of Wales Meeting Room, the Wootton and Dry Sandford Community Centre and Cothill House School.
    • To consider the purchase of high-viz jackets and coats for members of the Parish Council – it was agreed to purchase 9 jackets from Amazon at £23.32 (27.99 incl. VAT) each and 2 waistcoats from Workwear Express at £14.98 (17.98 incl. VAT) each.
    • To agree the purchase and installation of a litter bin outside The Bungalow, Faringdon Road – it was agreed to purchase a litter bin as follows: Litterbins.co.uk a 42litre post mounted hooded green bin at £237.95 ex VAT plus £100 ex VAT for installation. Clerk to contact MRH Services for a price on installation and to investigate other installers such as (Phil Rose)/ODS.
    • To consider the purchase and planting of bulbs and agree the locations for the bulbs to be planted – it was agreed to purchase up to 3000 bulbs over the next two years at a cost of £450. Subject to a complete risk assessment, it was agreed that Councillors would plant the bulbs.  It was agreed to allow a provision of £2000 for planting the bulbs as a backup. The bulbs are to be planted at the white entry gates, the top of Lashford Lane, outside Dry Sandford School, at the noticeboard on the green triangle in Shippon, the junction of Barrow Road and Faringdon Road.
    • To consider spending £238.40 on four Community Speedwatch Signs – 2 on Besslesleigh Road and 2 on Cholswell Road. This was agreed. It was also agreed to purchase a further 2 signs at £120 to be located in Lashford Lane.
    • To consider the expenditure of £2100 on wooden posts to be installed on the verge in Barrow Road, Shippon. This was agreed. Cllr M Rusby to progress this. Thanks were extended to Cllr M Rusby for his work on this.
    • To consider any grant applications – It was agreed to approve the grant for the sensory garden at Dry Sandford School.
  • Finance
    • To receive the bank reconciliation to 30th September 2025; the reconciliation has been checked and signed by Cllr Churchouse.

      • Sandleigh Road Recreation Ground – the grass was cut on 17th Painting on various items is required.
      • Road Verges Grass Cutting – these are still to be done. BGG has been asked to do them.

      • Highways Issues – awaiting Oxfordshire County Council to put white lines on the carriageway edge in Barrow Road to encourage speed reduction. Options to protect the stone walls will be considered once this has been done.
      • Community use of Cothill School Sports Hall – Cllrs Page and M Rusby met with the Finance Manager and Chief Executive of the Radley Schools Group (RSG). RSG will meet with the head teacher of Cothill School and a further meeting with the Cllrs will be held.
    • Cllr S Rusby
      • War Memorial – work has started on the restoration of the Shippon War Memorial.
      • Fireworks Events – Xplosive Events Fireworks – 15th November 2025: Cllr S Rusby and Cllr Page have been working with the Safety Advisory Group, the Vale of White Horse Licensing Enforcement Officer and the event organiser to ensure effective traffic management is in place for the event. A follow-up meeting with the Safety Advisory Group and Oxfordshire Highways is taking place shortly. A letter prepared by Parish Council is being circulated to all affected residents in the Parish and is to be sent to David O’Hara to ensure army personnel are made aware of the arrangements.

      • Dalton Barracks Development – progress is very slow. Cllrs Page and Bahu continue to attend the meetings with the Defense Infrastructure Organisation.

The Council will request further details of the impact of the change to the position of the lights on the neighbouring residents and a copy of the lighting assessment.

A question has been raised regarding the original application as to whether a Community Use Agreement is in place.
